Correction: I just learned that the LA Times did not receive the embargoed copy of report directly from the NEPC researchers. However, the LA Times did receive it through the consultant they hired. The source is not particularly relevant -- the copy of the report the LA Times obtained was clear about the embargo date.

Results-oriented teacher evaluations are very much needed. We are beginning to see ways that researchers, administrators, and teachers (and their union leaders) -- like in Hillsborough County (FL) -- can use VAM ratings as part of a comprehensive teaching evaluation system that drives school improvement and student achievement in meaningful ways. We don't have to disrespect teachers to assure teaching quality.

I predict that this controversary will not help identify effective and ineffective teachers very much. But it will identify "reformers" who really believe that VAMs will benefit teaching versus "reformers" who just want to destroy "the staus quo."

Evidence shows clearly what most people know intuitively: teachers matter more to student learning than anything else inside a school. Yet the design of our school systems fails to value and support effective teaching, improve overall teacher effectiveness, or recognize and reward those who take on and excel at the most difficult teaching assignments.
