Not only are such suggestions too far removed from the classroom taken individually, but combined, they seem even more challenging. Larger class sizes and no substitutes? Might save money, but consider the implications of piling reform upon reform when both of them make the job of teaching students harder. (Disclosure - I'm responding to this blog post but haven't read the sources yet).

No kidding David. as if numbers of kids in a classroom does not matter. Even the most effective teachers will teach less effectively or even ineffectively under poor working conditions (including too many students to know well).
